The National Police Academy of the Philippines (PNPA) is the Philippine National Police School of the Philippines (PNP), the Office of Administration of Prisons and Penology (BJMP) and the Office of Fire Protection (BFP). The PNPA was established on August 26, 1977 under Section 19, PD 1184 and was charged with providing tertiary education to the three (3) services of the Department of Interior and Local Government. In the early 1960s, policemen were hired solely on the basis of personal relationships with influential personalities and government officials. The municipal and municipal police were hired, jurors and weapons. Despite their lack of knowledge about the police system, they were given the responsibility to safeguard and protect the community. The police organization then had no code of conduct. The police service then required neither entry nor appropriate training nor did it have consistent promotional policies. However, substantial improvements were achieved with the enactment of Law 4864 of the Republic on September 6, 1966, known as the "Police Act of 1966." That law provided for the establishment of the Police Commission and was renamed the National Police Commission under the Office of the President of the Philippines. Among the powers, duties and responsibilities of the National Police Commission, the President should be advised on all matters relating to the administration of local police, examine and audit the performance, activities and facilities of all local police the whole country; the organization and development of police training programs and the operation of police training centers, and the establishment of a system of uniform notification of delinquency.
